Welcome to State and Federal Programs. The office of State and Federal Programs coordinates and facilitates programs which are funded by state or federal funds. This office acts as a district liaison with the Stanislaus County Office of Education and the California Department of Education, supervises budgets in these programs, and assures district compliance with state and federal laws.

The Office of the State and Federal Programs oversees the following:

  • Title I, Title II, Title III Fiscal and Program Requirements

  • Title I Equitable Participation in Private Schools

  • Federal Program Monitoring (FPM)

  • School Plan for Student Achievement (SPSA)

  • Train and assist sites to align resources to support student learning as reflected in the "School Plan for Student Achievement".

  • Schoolwide Programs (SWP)

  • Local Control Accountability Plan (LCAP)

  • Coordinate the ongoing communication and input with the LCAP Advisory Committee on the development of the LCAP.

  • Time and Effort

  • Comprehensive Support and Improvement

  • Submission of the Consolidated Application for State and Federal Programs.

Title I - IV

LCFF & LCAP

The Local Control Funding Formula (LCFF) establishes a base grant for every student attending a public school in California. It then provides a supplemental grant for every student in a district who qualifies as low income, is a foster youth, or is an English language learner. Finally, a concentration grant is provided to school districts where more than 55 percent of students receive the supplemental grant. 

Comprehensive Support and Improvement

In January 2019, the State Board of Education (SBE) took action to include three Comprehensive Support and Improvement (CSI) prompts to the Plan Summary of the Local Control and Accountability Plan (LCAP). The CSI Prompts are approved through the LCAP approval process. The California Department of Education (CDE) developed a template for the CSI Prompts. Modesto City Schools uses the CSI Prompts to report to the SBE how it developed and is implementing and monitoring the CSI Plan. The CSI Prompts serve as the mechanism by which the SBE approves the CSI Plans.

The Comprehensive Support and Improvement Prompts:

  1. Identify the schools within the LEA that have been identified for CSI.

  2. Describe how the LEA is supporting the identified schools to develop the CSI plans.

  3. Describe how the LEA will monitor and evaluate the implementation and effectiveness of the CSI plan to support student and school improvement.
