Citizen's' Bond Oversight Committee

In accordance with Proposition 39, the Board of Education established a Citizens' Bond Oversight Committee (CBOC) to oversee the expenditure of funds and provide annual performance and financial audits of bond funds and bond projects. The CBOC must have at least seven members who serve up to two terms of two years each. Initially, three members will be appointed to one-year terms and four members will be appointed to two-year terms. All appointees, regardless of the original term of appointment, are limited to a second term not to exceed two years.

Five of the seven members must meet the following criteria:

  • One member must be an active member of the business community

  • One member must be active in a senior citizens' organization

  • One member shall be active in a bona fide taxpayers' organization

  • One member shall be the parent or guardian of a student enrolled in the District's schools

  • One member shall be the parent or guardian of a student enrolled in the District's schools and active in a parent-teacher organization

Modesto City Schools' CBOC members:

  • Aaron O. Anguiano, Esq. – Parent/guardian elementary and high school

  • Kristina Bloom - At large or parent/guardian high school

  • Esther Campbell – Taxpayers organization

  • David F. Cooper – Senior citizen organization

  • Francisco J. Lepe – Parent/guardian active in a parent-teacher organization elementary

  • Tony Madrigal – At large

  • Stephanie Poulsen - Parent/guardian active in a parent-teacher organization high school

  • Cecil Russell – Business organization

The CBOC is required to:

  • Actively monitor all projects and expenditures approved by the voters

  • Provide proper oversight and accountability to ensure that Measures D, E & L funds are used as they were intended

  • Report to members of the community on the progress of projects funded by Measures D, E & L

Duties of the CBOC include:

  • Ensure bond funds are spent only on projects listed in the Bond Project List and that no funds are used for salaries or general operating expenses.

  • Monitor progress of bond projects.

  • Receive and review copies of the annual performance and financial audits of bond projects as required by California state law (Proposition 39).

  • Provide information to the public on the progress of bond projects and expenditures of bond funds.

All CBOC meetings are open to the public and held in our Staff Development Rooms located at 425 Locust Street, Modesto.

Members of the public can make their comment in-person at the Staff Development Center located at 425 Locust Street.  The Period for Public Presentation is limited to 30 minutes. Time will be allotted equally to individuals based on the number of request cards submitted.  

The maximum for any one speaker is three minutes.
