Education should be a joint effort of those whose common goal is the success of all students, as well as having the most direct and on-going contact with those students.  Legislation requires schools to have a School Site Council (SSC)to develop the Single Plan for Student Achievement (SPSA) for programs that are funded through categorical funds such as Title 1 and Economic Impact Aid (EIA).
